For five years Elinor planned, developed, and coordinated TCEQ’s workshops, seminars, and conferences. The marquee: the annual Texas Environmental Trade Fair & Conference (6,000 attendees and 550 exhibitors), plus the Texas Environmental Excellence Awards banquet (550 attendees).

She led classroom programming (13 tracks with 150 subject-matter experts), registration, expo, A/V, shuttle logistics, sponsorships, and hotel partnerships. She cultivated donor-centered relationships with H-E-B and Samsung for the TEEA banquet, solicited cash and in-kind gifts, and kept both companies returning as repeat donors. She wrote communications plans and content for emails, social, The Advocate, postcards, and public web pages, and grew the subscriber audience 30%, from 16,500 to 21,800.

Budgets were not afterthoughts. Educational conferences and outreach initiatives under her care collectively generated more than $4 million through registrations, exhibitor fees, sponsorships, and charitable contributions. Excess income from the ETFC expo covered expenditures for four other events. Facility, registration, catering, A/V, hotel, parking, and security contracts stayed under her active performance monitoring.

She also listened. Feedback from license holders on continuing education needs became a new classroom track, curated with division and agency executives.
