Commission Agenda Coordinator · Texas Commission on Environmental Quality · 2016–2018
Before the conferences and grant programs, Elinor coordinated TCEQ’s Commission Agenda, a public meeting that functions as a low-level legal proceeding. Accuracy was non-negotiable: documentation, legal compliance, timely posting of filings and motions, and Secretary of State requirements for public notices.
She interpreted complex regulatory materials into clear documentation for public and leadership review. She prepared Commissioners’ Books (binders of comments, emails, and filings for every case), supported meeting logistics, timed public speakers to the rules, transcribed minutes, and posted them for transparency.
She acted as an unbiased third party in the room: communicating agency requirements to the public, and necessary information to the Public Interest Counsel, General Counsel, Executive Director, and three Commissioners. She monitored comment periods and filing deadlines so the public’s voice entered the record on time.
What this proves for museum & nonprofit leadership
Governance literacy. Board readiness. Comfort with transparency obligations and the diplomacy required when executives, counsel, and the public share one agenda. Museums and nonprofits live or die by that trust.
