When TCEQ launched the Leaking Water Well Grant Program, Elinor was tasked with more than paperwork. She directed and coordinated all contract and grant activity (compliance, performance monitoring, and corrective action) while the program itself was still being invented in public view.

She collaborates with hydrogeologists, legal counsel, and program leadership to draft agreements that hold up. She leads procurement-related meetings: kick-offs, evaluation scorings, and post-award conferences. She tracks the budget, monitors encumbrances, issues awards, and prepares annual reports for the Executive Director.
