When TCEQ launched the Leaking Water Well Grant Program, Elinor was asked to invent more than paperwork. She creates the strategy and framework from initial concept through activation, and directs all contract and grant activity while the program itself is still taking shape in public view.
She translates scientific, engineering, and hydrogeologic concepts into engaging outreach narratives and clear grant and contract content. She leads procurement-related meetings: evaluation scorings and post-award conferences with internal teams and external partners. She manages the $10 million program budget, negotiated a $1 million reduction in upgraded program costs, monitors encumbrances, issues awards, and prepares annual reports for the Executive Director.
