Commission Agenda Coordinator · Texas Commission on Environmental Quality · 2016–2018
Before the conferences and grant programs, Elinor coordinated TCEQ’s Commission Agenda, a public meeting that functions as a low-level legal proceeding. She interpreted complex regulatory and legal materials and prepared clear, professional, executive-level communications for internal and external audiences.
She offered prompt support to board members and executives. She prepared Commissioners’ Books with public comments, emails, and legal filings for every case, and collected filings from Commissioners and General Counsel.
She acted as an unbiased third party in the room: communicating agency rules and requirements to the public, and relevant information to the Public Interest Counsel, General Counsel, and three Commissioners.
What this proves for museum & nonprofit leadership
Governance literacy. Board readiness. Comfort with transparency obligations and the diplomacy required when executives, counsel, and the public share one agenda. Museums and nonprofits live or die by that trust.
